On March 11, 2014, Michael Shaknovich, the owner of E-Cig City Long Beach, attended the Long Beach City Council meeting, and spoke regarding the electronic cigarette ordinance on behalf of 12 Vape Stores operating in Long Beach and the entire vaping community.

E-Cig City proposed to introduce an amendment to the Ordinance adopted in the city of Long Beach on March 4, 2014 related to Electronic Cigarettes to provide an exemption for the use of electronic smoking devices at vaping lounges and e-cigarette specialized stores.

The arguments presented by E-Cig City to the City Council concerned the Consumer Experience and Satisfaction, Protection of Consumer Rights, Economic Impact on Various Stakeholders, and Protection of Minors.

Long Beach City Council listened to E-Cig City's speech without any comment. Attempts to get in contact with individual council members is currently underway.

On Tuesday, March 4th, the Long Beach City Council voted 9-0 approval of revisions to the City's "Smoking in Public Places" (Municipal Code Chapter 8.68) and "Tobacco Retail Permit" Ordinances (Municipal Code Chapter 5.81) to include electronic cigarettes, and vapor devices.

Long Beach approved stricter rules on the use of electronic cigarettes than were adopted by the Los Angeles City Council (March 4, 2014), and Santa Maria City Council (March 5, 2014) whose bill provides exemptions to allow vaping in lounges and e-cigarette stores similar to exceptions made for cigar and hookah lounges under traditional anti-smoking restrictions in California.

The adopted restrictions mean that Long Beach will treat e-cigarettes in much the same way as regular cigarettes, banning their use in restaurants, bars, workplaces, city parks and beaches.

But despite the urging from vaping vendors, an amendment that would have allowed customers to sample products inside shops was voted down.

The regulation now awaits the signature of Mayor Bob Foster and will take effect 30 days later.

City of Long Beach Council Meeting

1. A substitute recommendation was made by Councilman Austin, seconded by Councilwoman Schipske, to direct City Attorney to amend the ordinance to allow on-premise sampling of non-nicotine vaping products and also require age verification that customers are at least 18 years of age. 
The motion failed by the following votes:
Yes: 4 -Schipske, Johnson, Austin and Neal
No:   5 - Garcia, Lowenthal, DeLong, O'Donnell and Andrew
 
2. A motion was made by Councilman Andrews, seconded by Council member Johnson, to approve recommendation and adopt Ordinance No. ORD-14-0003.
The motion carried by the following vote: Yes: 9
